The ministry lacked in-house bid management capacity. Previous processes had attracted fewer than 3 qualifying bids per package, limiting competitive tension and value for money for the government.
BKI designed the bid strategy, structured technical evaluation criteria, produced the full tender documentation suite, and managed bidder engagement through to contract award.
$85M in contracts awarded competitively. Average of 7 qualifying bids per package (vs 2.8 prior). All three packages awarded on schedule.
